Finally, Cantt Board to get CCTV surveillance

Project was in limbo as PCB had asked for road digging charges from police

After waiting for eight months, the state government’s ambitious plan to install 56 Closed Circuit Television (CCTV) cameras at 17 strategic locations in the Pune Cantonment Board (PCB) area will finally see the light of day.

As part of the Rs 224.31-crore contract, the camera surveillance project included setting up of 1,285 cameras at 438 locations across Pune and Pimpri-Chinchwad. However, it hit a roadblock with the PCB demanding Rs 62.87 lakh as road digging charges from the Pune police.

Even though the PCB had earlier given a technical go-ahead to the project, the permission was conditional, subject to payment to the cantonment board. When this was not done, the project went into a limbo.

a senior police officer said, “The matter was discussed at the PCB general body meeting and it was decided that the PCB will seek a refund of the road digging charges. The contractor has been insisting that it was not his responsibility to carry out restoration work after the cable lines are laid for installation.”

When contacted, PCB’s chief executive officer Sanjeev Kumar said, “After considering all the security aspects, we gave a go-ahead for the road digging process for installation about a month ago. We will seek refund of about Rs 70 lakh from the state government later.”

Additional commissioner of police (administration) Abdur Rahman said, “Various agencies like BSNL, Maharashtra State Electricity Distribution Company Ltd (MSEDCL), PMC, PCMC, KCB and PCB are involved in the project. The earlier deadline has been missed and we are now taking weekly stock of the situation to speed up the process. As of now, 137 CCTV cameras are functional under zone I and connected to control room at police commissioner’s office. The work is in its advance stage in Zone III (Pimpri and Chinchwad) — where 115 cameras are to be installed. In zone II (which includes PCB) and zone IV, 99 and 92 cameras will installed respectively.”

RLY TRAINS ITS CCTV CAMERAS ON THUGS

After installing high definition cameras at Kalupur station, Ahmedabad Division Railway is upgrading the network to read faces and alert officials concerned to the presence of anti-social elements on its premises. Railways not only expects to check crime but also reunite missing children with their families. The trial has begun and system will soon be up, said officials. As many as 54 HD cameras are installed on the Ahmedabad railway station premises in Kalupur.

Divisional railway manager and other senior officers, not just in Ahmedabad but also in Mumbai, can monitor these cameras sitting in their offices. Taking the arrangement a notch up, they are upgrading it to install ‘Facerecognition system’, The available data of anti-social elements along with their photographs will be uploaded to the software. As soon as an undesirable person is detected by any of the cameras, his or her face will be locked on the screen and an alarm will go off alerting officials concerned.

While the cameras will continue to track the anti-social, security forces on the platform or elsewhere on the premises will be alerted to follow the person concerned, said an officials conversant with the technology. The cops will get to know about the criminals’ past and they will be able to track them more efficiently, he added. Data of criminals not just from Ahmedabad but other stations in Gujarat and elsewhere in India will also be stored in the database, making the system really effective. “The software is being developed. The existing hardware and network are capable of running the system successfully. We will soon be implementing the system at Ahmedabad station to begin with,”

“We are also speaking to state police for exchange of data and reinforcing each other’s security. Every bit of the premises will come under electronic surveillance,” he added. According to Divisional Security Commissioner of Railway Protection Force Satya Prakash, the system is being tested. “We’ll have to wait to see how successful it will be. All concerned will be monitoring the system and we will make necessary changes based on our experience,” he said. Another offshoot of the programme could be tracing the missing children.

Many a time cops flash the details and photographs of missing children. The cameras will be able to detect such children, too, if they come anywhere on the premises covered by the HD cameras. The railways could help families reunite with their missing children, officials said. More than 1 lakh passengers use the railway station every day. Officials mostly get complaints of chain snatching, bag lifting and cheating of people after making them unconscious by offering poison-laced eatable at the railway stations. Officials said the new system will also act as deterrent for terror operatives travelling by trains.

Kalupur railway station was targetted by terrorists in 2006 when a powerful bomb blast ripped apart a portion of the station and injured more than 10 people. Government Railway Police hope to prevent such incidents in the future with the help of the new system. Incidentally, Ahmedabad Municipal Corporation has installed 554 CCTV cameras at 62 public places in the city. This is the largest city-wide internet protocol (IP)-based CCTV network installed in any municipal corporation in the state. Railways expects to exchange date with the city police for better security of the railway station as well as the city.
